General Parking Provisions

 

A. Authorized Parking Areas: Authorized parking areas are indicated on an official map, copies of which are available from the Department of Public Safety. Applicable traffic control devices may further restrict these areas. CSM reserves the right to impose additional parking restrictions whenever necessary.

 

B. Business Visitor Parking: Persons whose business requires them to be on CSM property shall display a CSM Temporary Parking Permit which shall be valid for a specified period up to one year, subject to other conditions printed on the permit. Temporary permits are available free of charge from the Department of Public Safety and other CSM departmental offices.

 

C. Visitor Parking: All non-business visitors to the CSM campus must obtain a CSM Temporary Parking Permit to park on CSM property. Temporary parking permits, valid for a specified period, and subject to other conditions printed on the permit, are available at the Department of Public Safety free of charge to non-business visitors to the CSM campus.

  

D. Towing and Immobilization: CSM reserves the right to remove or immobilize (using a device designed for that purpose—i.e., a "boot") any motor vehicle on the campus or other school owned property for cause, including the following specific reasons (which are not intended to be exhaustive):

(a) Apparent abandonment of vehicle: E.g., the vehicle fails to display a valid license plate or state motor vehicle registration, the vehicle is not operable, the vehicle is parked in such a manner as to constitute a hazard to vehicular or pedestrian traffic, the vehicle is parked in such a manner as to obstruct emergency equipment or normal movement of traffic. The above list is meant to be illustrative, but not exhaustive.

(b) Excessive parking violations: Any vehicle which has received at least four (4) parking violation notices (PVNs) in any single academic semester, or six (6) PVNs in any single academic or calendar year may be towed or immobilized if observed committing any additional parking violations.

(c) Revoked parking privileges: If a registered owner of any vehicle has had his/her campus parking privileges revoked the vehicle may be towed or immobilized. At his discretion the Director of Public Safety may revoke any person's campus parking privileges for cause, including excessive parking violation notices as defined in the preceding paragraph.

In addition, CSM reserves the right to remove any motor vehicle from its property in any other circumstance where it is deemed necessary to do so for safety or operational reasons.

The registered owner of the towed vehicle will be responsible for payment of all costs incurred in removing or immobilizing the vehicle. CSM assumes no responsibility for any damage to a vehicle, or the contents thereof, which has been towed or immobilized pursuant to this policy.

 

E. Loading/Service Zone Parking, Maintenance Vehicle Spaces: A motor vehicle may only park in a marked loading/service zone or CSM vehicle space to load or unload materials if such vehicle displays a CSM Temporary Parking Permit obtained from the Department of Public Safety, which shall set the duration of such permit. Said permit must be specifically endorsed for parking in a loading or service zone.

Maintenance vehicle spaces are restricted to CSM Plant Facilities Vehicles and CSM contractor vehicles only. Contractor vehicles MUST have a valid CSM temporary permit. Loading/Service Zone Parking and Maintenance Vehicle Spaces are restricted to authorized vehicles 24 hours per day seven days a week. Parking of Plant Facilities vehicles and contractor vehicles is further specified in a memo of understanding between the Plant Facilitates Department and the Department of Public Safety.

Sidewalks or walkways may not be used for loading or unloading without explicit permission from the Department of Public Safety. Marked CSM owned vehicles are NOT exempt from this regulation.

 

F. Handicapped Parking: Parking spaces reserved for handicapped persons are clearly marked, by signs and /or blue curbs, and restricted at all times. Only vehicles with official state issued handicapped placards or license plates, or temporary handicapped permits issued by the CSM Department of Public Safety may utilize these spaces. Unofficial permits or decals will not be recognized.

 

G. Temporary Handicapped Parking Permits: Persons with a temporary disability affecting mobility may apply to the Department of Public Safety for a CSM Temporary Handicapped Parking Permit. A letter from the applicant's physician stating the nature and anticipated duration of the disability must accompany the application. (It should be noted that other jurisdictions may NOT recognize temporary handicapped permits issued by CSM.

 

H. Restricted Parking Areas: The Department of Public Safety may mark designated spaces or areas for "Restricted Parking, Special Permit Required." These areas are subject to ad hoc restrictions regarding the type of permit which will allow parking there, and the restrictions are in force 24 hours per day. The "permit" may be either an actual permit issued by the Department of Public Safety, permits issued by other agencies (e.g., Handicapped placards or license plates), or particular vehicle markings. Unless specific permission to park in one of these areas has been granted to an individual by the Departmental of Public Safety these areas are to be considered "RESERVED" parking places. Areas currently designated as "Restricted Parking," with acceptable permits for each area, are listed in Appendix 1; however this list is not to be considered exhaustive.

 

I. Motorcycle Parking: Motorcycle parking, identified by signage, is provided on campus. Motorcycles may not be parked on sidewalks, in bicycle racks, or in other non-designated areas.

Motorcycles are subject to the same permit/registration requirements as other vehicles brought on to the CSM campus. Properly registered motorcycles may be parked in the cross hatched areas of the student parking lots.
