President's Bio

Dr. M. W. “Bill” Scoggins was appointed Mines’ 16th president in June 2006. Prior to coming to Mines, Dr. Scoggins had more than 34 years experience in the global oil and gas business with Mobil and ExxonMobil.

Dr. Scoggins received his undergraduate education at the University of Tulsa, where he was in the petroleum engineering honors program and was a member of Tau Beta Pi. He received his master’s degree in petroleum engineering from the University of Oklahoma, and returned to the University of Tulsa for his Ph.D. in petroleum engineering.

Dr. Scoggins began his career with Mobil in 1970 and had assignments throughout the United States, as well as in The Hague, Jakarta, Indonesia and London. He was president of International E & P and Global Exploration and a member of the executive committee of Mobil Oil prior to its merger with Exxon in late 1999.

Following the merger, he served as executive vice president of ExxonMobil Production Company until he retired in 2004. Dr. Scoggins was elected to the University of Tulsa Board of Trustees in 2005 and served on the executive committee; the finance, investment and audit committee; and the faculty and curriculum committee, until he accepted the presidency at Mines. Dr. Scoggins was inducted into the College of Engineering’s Hall of Fame in 1998.

Dr. Scoggins serves on the board of directors for QEP, a natural gas-focused energy company; Venoco, Inc., an independent energy company engaged in the acquisition and development of oil and natural gas properties in California and Texas; and Cobalt International Energy, an independent oil exploration and production company focusing on deepwater Gulf of Mexico and offshore West Africa. In addition, he is a member of the National Advisory Council of the United States Department of Energy's National Renewable Energy Laboratory.
