About the Organization
ASA is a place where members share and experience diversity – Chinese, Vietnamese,
Japanese, Korean, and many other cultures. Everyone is welcome to share his or her unique
background and participate in the celebration of diversity. Secondly, ASA offers its members
professional and academic development in striving to offer new opportunities. Workshops such as
the Resume, study session, HTML, and Computer Building workshops have been offered to help our
members succeed. Lastly, ASA outreaches to the beyond the CSM campus. Whether by helping out at
a homeless shelter or tutoring students in grade school, ASA wants to give back to the community.

Bylaws
Preamble
After the institution of the Minority Engineering Program in 1989, the Asian Student Association
emerged several years later. This organization was founded by students outreaching to the Asian
community at the Colorado School of Mines. ASA has not only expanded and evolved to educate the
community about Asian Pacific American issues, but also provides professional and academic
development to its members.
Article I.
Section A. Name
From here on, this organization shall be identified as the Colorado School
of Mines’ Asian Student Association (ASA) under the Minority Engineering
Program. All subjects in these bylaws will be applied to this organization.
Section B. Mission Statement
Our mission is to promote and educate the community about Asian Pacific
American issues and cultures; to cultivate leaders who succeed academically
and professionally; to develop culturally aware individuals and promote
equality through empowerment and positive community impact.
Article II.
Section A. Membership Qualifications
- Must be enrolled at the Colorado School of Mines
- Must have paid the annual dues
- Must attend at minimum two regularly scheduled meetings
Section B. Member Rights
- Permitted to nominate candidates and vote in the officer elections
- Permitted to vote for an officer’s resignation
- Attend all activities sponsored by this organization
- Permitted to file petitions about the organization’s welfare
- Permitted to participate in officer meetings
Section C. Organization Dues
Each member is required to pay a due in the amount of $10.00 per school year.
Article III.
Section A. Officer Qualifications
- Must be a member of this organization for at minimum one semester
- Must be voted into office in accordance to Article V Section B
- Must not have resigned from two terms in office
Section B. Terms of Office
Each officer will hold his/her position for a term of one year beginning after the
spring semester and ending in the subsequent spring semester. He/she shall remain
in office unless resignation ensues.
Section C. Officer Responsibilities
The available officer positions include the President, Vice President,
Senior SAB Representative, Junior SAB Representative, Treasurer, Secretary,
Social Officer, and Festival Officer. These positions constitute the
executive board. Each officer may only hold one position for the respective term.
Section D. Officer Positions
- President
- Advise officers and provide them with any needed resources
- Preside over all meetings
- Represent the organization at official functions
- Act as the formal contact for other organizations
- Vice President
- Preside over meetings in the President’s absence
- Assist officers and provide them with any needed resources
- Support the organization at official functions
- Act as a liaison between ASA and outside organizations
- Senior SAB Representativet
- Act as a liaison to the Minority Engineering Program (MEP) and other affiliates
- Submit biweekly reports from MEP’s student advisory board
- Work with other MEP and affiliate representatives to develop a monthly calendar of events
- Develop and maintain open communication channels with the MEP director and assistant director
- Attend all SAB meetings
- Junior SAB Representative
- Act as a liaison to the Minority Engineering Program (MEP) and other affiliates
- Submit biweekly reports from MEP’s student advisory board in the absence of the senior SAB Officer
- Work with other MEP and affiliate representatives to develop a monthly calendar of events along with the senior SAB
- Develop and maintain open communication channels with the MEP director and assistant director along with the senior SAB
- Attend all SAB meetings
- Treasurer
- Submit monthly reports which include current balance dues and owes
- Regulate withdrawals and deposits
- Responsible for maintaining financial stability
- Regulate purchases of goods for the organization
- Submit a budget plan per semester
- Secretary
- Record meeting minutes
- Send out announcements of meetings
- Inform the community about meetings and events
- Festival Officer
- Coordinate the annual New Year’s Festival
- Organize any needed committees for the Festival
- Inform the community about the Festival
- Social Officer
- Organize informative speakers
- Organize team building and social activities
- Manage recruitment and outreach efforts
- Promote active participation in the community
Article IV.
Section A. Advisor Qualifications
Any advisor may be chosen by the organization who is a faculty of the Colorado School of Mines
Section B. Responsibilities
The advisor is responsible for authorizing any necessary documents as prescribed by the Colorado School of Mines. Any additional participation is at the discretion of the advisor.
Section C. Organization Dues
Each member is required to pay a due in the amount of $10.00 per school year.
Article V.
Section A. Voting Rights
Each member as qualified under Article II Section A is permitted to have only one vote for each poll.
Section B. Elections
- Elections will be held on a yearly basis near the end of the spring semester.
- All members will have one vote as determined by Article V Section A, for each officer position.
- Candidates for each position will be nominated by qualifying members, and at minimum one nomination for each position.
- The votes will be monitored and tallied by a member not nominated for a position as delegated by the current officers.
- The person with the majority votes will assume the position.
- In the event that one candidate has been elected to two or more positions, he/she shall assume the position to which he/she received the most votes. The position(s) not claimed by this candidate shall be passed to the runner-up
- In the event of a tie all other candidates running for the position shall be removed, and a revote shall be cast for the tied candidates.
Section C. Petitions
- Qualified members have the power to file petitions to express their grievances in the organization.
- Petitions are recognized by signatures from 1/3 of the members
- The filed petition will be placed on the floor for voting. The petition will be enacted with 2/3 of the vote.
Article VI.
Section A. Membership Termination
Failure to abide by the Colorado School of Mines’ student conduct code will result in a hearing conducted by the executive board, in which the acting president will preside. Termination will only ensue through a unanimous vote by the entire executive board.
Section B. Resignation of Officers
Failure to abide by the Colorado School of Mines’ student conduct code, these afore mentioned bylaws, or by grievances presented through a petition will result in a resignation vote conducted by the qualified members of the organization. A 2/3 majority vote will finalize the resignation of the offending officer.
Article VII.
Section A. Authority of Bylaws
This organization will adhere to all principles held within these bylaws, which governs all activities performed. This document is not to be modified, but amended. Any amendments to these bylaws must follow the guidelines set forth in Article VII Section B.
Section B. Amendments to Bylaws
Amendments will be submitted for review through a petition to the executive board. The board with a 2/3 vote will then place the amendment open for vote by qualified members. A majority vote by the members will place the amendment in immediate effect. Any amendments added to these bylaws must be dated and attached after the concluding article.
