Policies and Guidelines

Acceptable Use of Public Computers

Academic use is the primary purpose of the library’s public computers.  Academic use (education and research) includes accessing library catalogs, databases, electronic journals and books, and informational websites. Library staff will enforce appropriate use of our computing resources as necessary.

The abuse of computer hardware, software, cables or wiring will not be tolerated.

Acceptable Use of Electronic Resources

Colorado School of Mines contracts with publishers/vendors to provide users with access to thousands of electronic resources (databases, ejournals, ebooks, etc.) These resources are governed by license agreements that are legally binding on the school. Violations of license terms may result in suspended access for the entire campus, as well as penalties for the person who initiates the violation. These agreements restrict use to currently enrolled students, faculty, and staff, and to walk-in users physically present in the library; authorized off-campus users have access through the VPN.

Acceptable

  • Printing/downloading limited items (e.g., single article)
  • Using the items for personal, instructional or research needs
  • Limited sharing with other authorized Mines users (e.g., research group, study group)
  • Posting links to specific content

Prohibited

  • Downloading an excessive portion of a resource (e.g., entire journal issue, multiple full-text PDFs from a database, entire books). Publishers DO monitor and track web activity!
  • Automatic or systematic downloading of content.
  • Electronically transmitting online content to non-Mines persons.
  • Posting full articles to Canvas or a public website.
  • Commercial use. Electronic resources licensed to Mines are restricted to academic usage. Separate licenses, payments, and permissions would be required for commercial use.
  • Sharing IDs and Passwords.

Terms and conditions for each electronic resource are generally available from a link on the resource/publisher site. If you have any questions about your intended use of the resource, please consult these terms or ask library staff for guidance.

Internet Use Policy

Access to Internet Sites

Artur Lakes Library offers access to the Internet as an integral part of its other information resources. In keeping with the principles of free inquiry and intellectual freedom that are part of the university environment, the library provides unfiltered Internet access and does not limit patron access to information on the Internet based solely on content.

The library selects and subscribes to some sites that fall under our collection development policy. However, other sites are accessible by the direct action of patrons and are not part of our collections since we neither select nor recommend them.

Terms of Use:

  • Scholarly work. As a university department, the library’s primary responsibility is to those using the Internet for scholarly purposes. Those using the Internet for casual or entertainment purposes may be asked to yield to those using the Internet for scholarly purposes. The librarians determine “scholarly purpose.”
  • It is the responsibility of the patron, or a minor’s legal guardian, to determine the suitability of information on the Internet for personal viewing, and to direct their own viewing as appropriate.
  • It is the responsibility of the patron to respect copyright laws and licensing agreements. The patron assumes responsibility for payment of fees for any fee-based service not subscribed to by the library.
  • Use of computers for illegal purposes will not be tolerated.
  • The abuse of computer hardware, software, cables, or wiring will not be tolerated.
  • Librarians retain the right to set priorities for computer workstation use and to help maintain a safe work and study environment for patrons and library staff.

Freedom of Inquiry

FREEDOM OF INTELLECTUAL INQUIRY POLICY

It is the goal of Arthur Lakes Library to support an atmosphere of free and unhindered intellectual inquiry. As members of the Mines faculty, librarians have a professional obligation to foster a climate of academic freedom by providing a range of materials which represent divergent points of view, not only for the subjects central to the curriculum but also on a full range of topics and issues reflecting the human condition.

To support a degree of diversity in our resources, the library makes an effort to acquire material for the main collection that surveys the entire range of human endeavor, including the visual arts, literature, history, religion, social sciences, sciences, and pseudo-sciences. This includes books and journals that discuss significant issues confronting contemporary society. Financial support for subjects which are not generally part of the curriculum is limited; for the small amount of material that is acquired, efforts are made to find works which reflect quality in writing and scholarship.

The library is opposed to censoring or limiting access to materials that contain ideas or information that an individual or an organization objects to on partisan or doctrinal grounds. Accordingly, the Arthur Lakes Library adopts the Library Bill of Rights, as formulated by the American Library Association that maintains that libraries are forums for information and ideas. The Library Bill of Rights reads as follows:

  1. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation.
  2. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval.
  3. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment.
  4. Libraries should cooperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas.
  5. A person’s right to use a library should not be denied or abridged because of origin, age, background, or views.
  6. Libraries which make exhibit space and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.
User Access

USER ACCESS POLICY ARTHUR LAKES LIBRARY COLORADO SCHOOL OF MINES

Colorado School of Mines is dedicated to education and research in science, engineering and related fields in earth, energy and environment. Arthur Lakes Library, as an integral part of the academic process, is committed to excellence in supporting the information needs of the Mines community and of library users. In cooperation with the academic departments, the library staff provides services and develops collections that directly support Mines’ academic and research programs. The library maintains cooperative agreements with other organizations to provide additional access to materials not available here.

Library hours are posted at the building entrance and library website, and are available by phone. Hours vary based on the academic community calendar. Access policies for special collections are available on the library website. All library materials (excepting special collections) are available in open stacks for use when the library is open. Access for disabled patrons is available at the southwest entrance and throughout the interior of the building.

Although the library is open to the public, the Mines community has priority access to the collection and other resources. Hours for full reference service are posted in the library and on the library website.

Arthur Lakes Library is designated a selective depository for U.S. Federal Government publications and maps. Assistance and access to these publications is available to the public at large and, in particular, the residents in the Sixth Congressional District of Colorado. The U.S. Federal Government depository library logo is displayed at the library entrances to encourage the use of this collection. With the exception of selected materials in non-circulating collections, all government publications can be checked out. Knowledgeable staff members can assist users in finding information and refer them to other federal document depositories for items not in our collection.

Check-out of library materials is available to:

  • Current Mines students and staff
  • Current members of the Mines Alumni Association who live in Colorado
  • Users with a valid borrowers card from another Alliance consortium library
  • Users with a valid borrowers card from libraries with a reciprocal borrowing agreement with us
  • Persons with a valid member card from the library

Interlibrary loan and photocopy services are available to the Mines community for material that is not available in the Arthur Lakes Library. Circulating material and copies from our collection are available to users of other libraries through interlibrary loan. We provide photocopies of selected materials through our for-fee document delivery service. The library website has a list of fees.

The library catalog provides public access to the Arthur Lakes Library collection. The library subscribes to hundreds of electronic indexes of the journal literature and other publications. Prospector, the Colorado Alliance’s regional catalog, provides similar access to the cataloged collections of regional libraries.

In addition to the library catalog, specialized search tools and reference service are available in the library. In addition to regular assistance, the library provides for-fee information research services using on-site resources. Availability of this service is dependent on current needs of the Mines community; contact the reference librarians for further information.

Personal Conduct

LIBRARY POLICY ON PERSONAL CONDUCT

Arthur Lakes Library maintains an environment appropriate for study, reading, instruction and research. All library users must refrain from exceeding acceptable noise levels, eating, using tobacco or alcohol products, or from any other disruptive behavior that negatively affects the rights and needs of others in the library environment. The Library’s Policy on Personal Conduct upholds the Mines Student Code of Conduct.

If you have a complaint about another’s behavior, contact the Circulation Desk or a library staff person.

Enforcement:

  • All library users are required to present an ID if requested by staff. If necessary, campus security may be called to support the library staff. Any person exhibiting unacceptable behavior will be asked to stop that behavior or leave the library.
  • Use alcohol or tobacco is not allowed. Eating is allowed in designated areas only. Library staff reserve the right to confiscate food, candy, alcohol or tobacco products. Library users can leave items at the Circulation Desk for pick-up on departure.
  • Children are welcome in the library but it is the responsibility of their parent or guardian to see that they behave appropriately in this adult setting.
  • A record of user violations is maintained by Circulation. These records may be used in decisions to restrict individuals’ use of the library.
  • A persistent or serious record of violations
    • By a Mines-affiliated person will result in notification of Student Affairs, the person’s campus department or supervisor as appropriate.
    • By any person may result in suspension of library privileges or denial of access to the library building for time periods ranging from the balance of the day to a permanent ban.

Discussion and Appeal: Library users with concerns about this Policy on Personal Conduct as it relates to their behavior should contact the Head of Circulation.

Persons who have had their library privileges suspended or who have been denied access to the library building may contact the Library Director about restoring privileges. The Library Director, in consultation with the Head of Circulation and other campus authorities as appropriate, will make a final determination.

Unacceptable behavior includes:

  • Excessive noise. For example, loud talking, singing, use of electronics with audio.
  • Using alcohol or tobacco products; eating food or candy outside designated areas.
  • Vandalism, damage, or theft of library materials or property; unauthorized, illegal or damaging use of computer hardware and software. Theft includes removing materials from the library without check-out.
  • Disorderly, disruptive, or threatening behavior. For example,
    • o Using rollerblades or skateboards in the building
    • Engaging patrons or staff in unwanted or inappropriate interaction
    • Failure to follow the directions of library staff on policy or resource management issues
    • Violent or offensive behavior (use of obscenities, inappropriate sexual behavior, etc.)
    • Filming or recording library users or facilities without permission of the library.
Check Out Policies

CHECK OUT POLICIES

  • You are responsible for all items checked out on your library card.
  • You must have a valid library card (your BlasterCard) with you to check out material.
  • Notify the library of lost cards and changes to your address, email or phone number.

Fines

  • Late fines are assessed at $0.25/day.
  • Late fines on recalled materials are $1.00/day.
  • After 30 days an overdue book is declared lost and the replacement cost or $100.00 (whichever
    is greater) is charged to your account.
  • Mines’ students will have a hold placed on their account if fines or fees exceed $5.00.
  • Faculty/staff will be billed for the cost of the book.
  • Other patrons will be referred to the Colorado State Central Collection Services after efforts to collect the materials have failed.

Returns

  • Material can be returned to the Front desk during open hours or dropped in the Book Drop by
    the Front Doors.
  • Books may also be returned through the Courier system at participating libraries. Your book will
    not be checked in until it reaches this library so allow time for delivery.
  • You are responsible for any loss during transit.

Requests

  • All checked out material can be requested by a Mines’ student or faculty/staff member.
  • A Hold request will give you a full loan period but no renewals.
  • A Recall request may shorten your loan period to 21 days. You will be notified by email of the
    new due date.

Alarms

  • Materials are sensitized to set off security alarms at the library entrances.
  • Items from other libraries, purchases from bookstores, or videotapes will also set off alarms.
  • If the alarm goes off when you are entering or leaving the library please go to the Front Desk to
    have your belongings checked.
Meeting Room Use Policy

The Arthur Lakes Library’s meeting areas are designed primarily to meet the operational needs of the Library and may be reserved by Mines faculty, staff, and students. Priorities for use of these areas are:

  1. Library-sponsored programs
  2. Mines educational and administrative activities
  3. Other Mines-related activities

Rooms, Furnishings, Equipment

The Boettcher Room is divided into two areas, the east area with 10 tables and 20 chairs and the west area with 12 tables and 24 chairs. The whole room can be booked for large events. If the east or west area only is booked the other area is designated for quiet study.

There should be 15 mins. between Boettcher Room bookings/events to allow for set up.

  • Library instruction will be given the highest priority.

Equipment available for the Boettcher Room includes:

  • Instructions Manual
  • DVD/VHS player
  • Amplifier
  • Speakers
  • Projector and screen
  • Microphone
  • Wireless mouse/Laser pointer
  • Cables for monitor, USB RF receiver, computer sound, microphone and RJ-45
    • (Note: A Blaster Card is required to checkout multimedia equipment for use in the Boettcher Room.)

The Conference Room, also known as the Fishbowl (maximum capacity 12)

  • Library staff use only and campus faculty/staff meetings if pre-approved.

While Library staff are able to show you the basic use of our equipment, however, technical support is NOT available for malfunctioning computer, projector, audio, network, or other equipment.

Reservations for Meeting Space

The Library makes selected meeting facilities available at no charge to Mines faculty, staff and students. Bookings for general rooms will be accepted according to Library facilities policies. The client is responsible for any policy violations.

The client (for themselves or on behalf of a group) must submit a room reservation request via our web form no later than 48 hours before the requested date/time of reservation. Requests should be made as far in advance as possible. Confirmation or denial of reservations will be made in writing by response to the web form.

The Library reserves the option to cancel reservations up to one week before the booking as needed for Library functions.

The Library reserves the right to refuse bookings.

Reasons may include: a reasonable likelihood of disruption of Library services, personal injury, or damage to property; requestors with a record of violating Library or campus policies.

The Library will not book facilities for a group for the entire business day or for specific times over multiple days.

Exceptions to this may be made under exceptional circumstances at the discretion of the University Librarian.

Faculty may not use the Boettcher Room for regularly scheduled classes.

A schedule of room bookings will be maintained.

Bookings are currently maintained on an Outlook calendar, called Library Space, accessible to Library staff.

Policies

All meeting participants must follow Library facilities policies. The client and/or their campus department is responsible for replacement or repair of damage to Library property. You may request a walk-through with a Library staff member to check for damages.

Meeting areas are for use only during scheduled Library hours of operation. Areas designated as “public” must remain accessible to Library patrons and staff at all times, although efforts will be made by the Library staff to minimize interruptions. Reservation times include setup and tear down times. The room will be released for use by others if not occupied within the first 15 minutes of the scheduled start time. All participants, their equipment and belongings must be removed from the room at the end of the reserved time. You must notify the Front Desk when you are ready to leave.

Signs

You are responsible for any signage associated with your meeting.  Library staff will post your sign on an easel outside the Boettcher Room.

Fish Bowl: An 8 1/2” x 11” pocket (portrait orientation) is permanently adhered to the window next to the door for your use.

If additional signage is desired, it must be approved in advance with the Front Desk no later than 24 hours before the reservation date.

You must use non-permanent materials (painter’s tape, post-it paper) to affix materials to walls or furnishings. All such materials must be removed from the room at the end of the reserved time.

Furniture & Equipment

Library rooms come with specific furnishings and equipment. The room must be restored to its original state (furniture replaced, etc.) by the end of your reservation.

The following must be arranged at least 24 hours in advance and requested when you submit the reservation request form.

  • Requests for additional furnishings or equipment from the Library.
  • Bringing outside furnishings or equipment of your own.
  • Changes from policy in the room set-up or restoration after the event.

 

The Library cannot store outside equipment, materials, and personal belongings. We do not provide free photocopying, fax or telephone use, extension cords, office supplies, personal assistance, or other “office support” type services.

Food and Beverages

Food and beverage service arranged by you, including catering by Sodexo, must be approved in advance by the Front Desk and must be requested when the reservation is made.

The Library does not provide food or beverage preparation areas, serving or cleaning supplies, or storage. Only prepared food (pre-made or pre-cut items) is allowed. Bring your own resources (table coverings, cups, plates, ice, large containers for chilling beverages, etc.) and cleaning supplies (paper towels, napkins, etc.). The Library will supply a large trash can.

The Library has a coffee cart, the Book & Brew, on site for self-service. The client is responsible for cleaning up spills or mess from food and beverages. Event activities that “spill out” into other areas of the Library are prohibited. These include participants’ break-out sessions, informal discussions in hallways, bringing food into other areas of the Library, etc.

Failure to abide by the Library Facilities Use Policy may result in cancellation of an ongoing booking, termination of any other existing reservations, and/or loss of any future reservation privileges.

The following are NOT allowed

  • Sales of goods or services on library property, with the exception of programs sponsored by the Arthur Lakes Library.
  • Advertising, promotion or solicitation not already approved by Student Life or the Library.
  • Activities that significantly disrupt the business of the Library, including noise, blocking off public areas, etc.
  • Tampering with building facilities’ settings such as windows or thermostats. If you have a complaint about the environment, contact the Library Front Desk.
  • Removing Library furnishings and equipment from other areas of the Library for your use.
  • Unplugging electrical equipment including computers and projectors.

Faculty Study Room

Assignments for all faculty study room will be renewed or revised no later than August 31st of each year. Requests must be received by the University Librarian no later than August 25th. Preference will be given to faculty members who are completing a project which requires extensive use of Library resources. The University Librarian reserves the right to change the assignment of any faculty study room based on priority of needs.
