Enrollment, Waivers, and Requirements for the SHIP

Enrollment / Waiver Period

THE ENROLLMENT/WAIVER PERIOD IS CLOSED FOR THE 24/25 ACADEMIC YEAR.

The coverage for the 23/24 academic year ended on July 31, 2024.

Students wishing to enroll in the SHIP are encouraged to actively enroll.

You must re-enroll if you need your benefits before Census Day, or by August 1st, 2024!

Coverage requirements and option to waive insurance

Mines requires all students to have adequate health insurance as a condition of enrollment. No distinction is made for part-time versus full-time status. Degree-seeking U.S. citizens and permanent resident students who demonstrate coverage that meets Mines’ requirements may waive the health insurance provided by Mines using the online enrollment/waiver system. Find out if your health insurance plan qualifies for a waiver in the Waiver Requirements section below.

Annual Enrollment or Waiver Required

A student’s enrollment into the Student Health Insurance Plan is an annual selection. The enrollment selection that the student chooses is binding for the entire academic year, including summer. Please review this website for eligibility, benefits and termination information on the Mines Student Health Insurance Plan.

Students who experience a “qualifying event” (such as losing their insurance due to change in employment status or age) may enroll in the the SHIP within 30 days of the qualifying event.  The SHIP premium will be prorated for this type of enrollment. Please contact ship@mines.edu with questions.

How to Waive

If you have other adequate health insurance (see Waiver Requirements below) and would like to waive the Student Health Insurance Plan, you must go online to csm.myahpcare.com and complete the online waiver by the deadline dates.  The Annual/Fall waiver period begins July 15, 2024 and the waiver deadline is September 4, 2024. The Spring/Summer (new students) waiver period opens December 15, 2024 and the deadline to waive is January 15, 2025. Students need to waive or enroll once each academic year.

Step-by-step guide to enroll/waive

Late waivers are accepted until October 4, and are subject to a $125 late fee. You will need to provide valid proof of health insurance coverage to waive SHIP.  Any waivers received after this date will be reviewed through a formal appeals process.

Unless otherwise specified in the current brochure, the following students, as a condition of enrollment, must have health insurance that meets or exceeds Mines’ coverage requirements:

  • All degree-seeking students, regardless of credit hours. (Online only students are not eligible for the SHIP)
  • All International Students (F and J visas), regardless of degree-seeking status, must purchase the SHIP, unless they meet specific requirements to waive.

Waiver Requirements

To determine if your current plan qualifies to waive enrollment in the Student Health Insurance Plan, your plan must meet all of the following coverage requirements:

  • Medical coverage must be active.
  • Plan must be ACA compliant.
  • Plan must provide access to routine, in-network coverage in the Denver metro area.
  • Colorado Medicaid is accepted. Please be prepared to provide a screenshot showing active coverage and a renewal date, because we are unable to electronically verify active status.

Plans that do not meet the waiver criteria include:

  • Out of state Medicaid (Colorado Medicaid is the only acceptable Medicaid plan)
  • Out of state HMO plans
  • Short Term Limited Duration Plans (ex. Golden Rule, Freedom Life)
  • Financial Assistance Plans
  • Healthcare Sharing Plans (other than Christian Healthcare Ministries, Liberty HealthShare, Medi-Share, Samaritan Ministries or OneShare)

If you are in an HMO plan in a state other than Colorado, please contact your insurance provider to see if you can get a “visitor’s card” for coverage in Colorado.

Enrollment / Waiver FAQs

I have enrolled but am not able to log in to the AHP system. How come?

You will not show in the system until after you have completed class registration.  Please check back to the AHP site after that time.

What happens if I do not enroll or waive the SHIP?

Students who neither waive nor enroll in the SHIP will be “passively” enrolled in the SHIP; however, this will not be completed until after Census Day.

Why will I be charged for the SHIP if I have waived it?

All students are charged for the SHIP, but those students with approved waivers will also see the waiver credit reflected on their account.

What is the deadline to waive the SHIP?

If you would like to waive the Student Health Insurance Plan (SHIP), you must go online to: https://csm.myahpcare.com/ and complete the online waiver by Census Day, September 4, 2024.

I would like to waive the SHIP but I have missed the deadline. Is there a late waiver option?

If you were automatically enrolled in annual SHIP coverage but already have comprehensive medical insurance, unfortunately, the waiver period has closed. Late waiver requests were accepted until October 4, 2024 for a $125 late fee. Formal appeals were accepted after the late waiver deadline. The Appeals Committee has already met for fall semester. We will meet again in spring.

What is the Health Insurance Requirement?

There are both state and federal insurance obligations that must be taken into consideration with regard to health insurance.  For more information see the Legal Requirements section below.

What if I have Medicaid?

Students can only waive with Colorado Medicaid. Medicaid from a different state will not work in Colorado!

Because AHP is unable to electronically verify active coverage, a student waiving with Colorado Medicaid will also need to submit a screenshot of their Summary of Benefits showing active coverage and a renewal date.

State Requirements Regarding Health Insurance

Under Colorado law, governing boards of public institutions of higher education can specify requirements for the health and safety of students attending that institution. The Colorado School of Mines has offered health insurance to our students since the 1960’s.

Legal Authority

Beginning in 1991, through action by the Board of Trustees of the Colorado School of Mines, all students are required to have health insurance as a condition of enrollment. This requirement has not changed in over 30 years. Under Colorado law 23-5-106., C.R.S: The governing board of any state institution of higher education has the authority to promulgate rules and regulations for the safety and welfare of students, employees, and property, to promulgate rules and regulations necessary for the governance of the respective institution.

Groups Affected by the State Law

Unless otherwise specified, the following students, as a condition of enrollment, MUST have health insurance that meets or exceeds CSM’s coverage requirements:

  • All degree-seeking students, regardless of credit hours. (Online only students are not eligible for the SHIP)
  • All International Students (F and J visas), regardless of degree-seeking status, must purchase the SHIP, unless they meet specific requirements to waive.

Federal Requirements and the ACA

The 1095-B Tax Form: Your Unique Health Insurance Verification

The Patient Protection and Affordable Care Act includes a requirement that many people have health insurance or pay a penalty. Compliance with this mandate is administered by the Internal Revenue Service (IRS).* The IRS requires health insurance companies to report the individuals they covered per tax year. The reports need to include Social Security Numbers (SSN) or International Tax Identification Numbers (ITIN) to distinguish unique individuals. Insurance companies are also required to give individuals a copy of what they have reported, in the form of a tax form called 1095-B. *Information on this page should not be considered tax advice or guidance.

For the 23/24 plan year, you will receive your 1095-B through the mail from United HealthCare. If you do not receive this document, please contact UHCSR at 800-767-0700.
